The commission will gazette officers promoted in the ongoing interviews after the successful completion of Higher Training Course (HTC) and Senior Training Course (STC). These are officers in the rank of Assistant Superintendent of Police (ASP).
During a press conference at the Commission’s offices in CBK Pension Towers on Thursday, Commission Chairperson Eliud Kinuthia, CBS, announced that 183 officers are currently undergoing promotion interviews. He revealed that the commission would also review the gazzettement status of previous promotions of officers in the said category.
“Once gazzetted, the promoted officers will take on greater responsibilities within the Service, potentially at or above the sub-county Command level. Their disciplinary proceedings will be conducted by a special committee of the Commission,” he said.
The Chairperson noted that the promoted officers will also gain authority to oversee disciplinary actions for personnel under their command, working through subordinate disciplinary committees.
“The gazettement will further empower the officers to communicate on issues within their areas of jurisdiction and expand their prospects of serving in other senior positions in the government,” he added.
The promotion interviews kicked off on Tuesday, 22nd October, 2024 and will go on until Tuesday, 29th October, 2024. The chairperson said once promoted, the 183 officers will add to the 515 Chief inspectors promoted since 2019 when the current Commission assumed office.
The officers completed a six-month leadership and management course at the National Police Colleges in Kiganjo and Emali, respectively. These promotional courses are designed to prepare officers, currently serving in the rank of Chief Inspector, for leadership roles in the Kenya Police Service, the Administration Police Service, and the Directorate of Criminal Investigations.
The selection criteria for officers attending these courses is determined by respective NPS Promotion Boards in line with guidelines provided by the Commission, ensuring that only deserving candidates are nominated based on merit and service record.
The candidates are assessed on Governance issues, financial management, communication skills, ethics, leadership and management and general police work. The Commission also consider other criteria including academic qualifications, and discipline. This ensures that promotions are based on a holistic evaluation of qualifications, merit, and other established criteria, not just on the completion of training.
